Human Resources Director: Full-time Permanent

The Human Resources Director will support the Free Library of Philadelphia Foundation’s human resources function by assisting with key HR initiatives such as employee relations, team building, culture development, and strategic planning.

Responsibilities:

  • Serve as a link between management and employees by handling questions, interpreting and administering policies, and helping resolve work-related problems.
  • Analyze and modify compensation and benefits policies to establish competitive programs and ensure compliance with legal requirements.
  • Work with Insurance Broker to analyze and select benefit programs annually; assist employees with benefits enrollment, changes, and questions.
  • Serve as lead point for retirement plan relations and management.
  • Responsible for working with auditors to complete the annual 403b audit.
  • Advise on and perform employment relations duties, including dealing with understaffing, performance management issues, and administering disciplinary procedures.
  • Represent the organization at personnel-related hearings and investigations.
  • Identify staff vacancies and recruit, interview, and select applicants.
  • Provide current and prospective employees with information about policies, job duties, working conditions, wages, opportunities for promotion, and employee benefits.
  • Analyze statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of the organization's personnel policies and practices.
  • Plan and conduct new employee orientation to foster a positive attitude toward organizational objectives.
  • Analyze training needs to design employee development, team building, and health and safety programs.
  • Maintain records and compile statistical reports concerning personnel-related data such as hires, transfers, and performance appraisals.
  • Spearhead and oversee the annual employee performance appraisal and related salary increase process.
  • Handle all employee offboarding including conducting exit interviews to identify reasons for employee termination.
  • Confirm and verify all payroll changes in each payroll cycle.
  • Liaise with Free Library of Philadelphia managers regarding the management of grant-funded employees and their HR needs.
  • Supervise and direct internal and/or external HR team resources including outside consultants regarding Applicant reference checks; Employment verifications and unemployment requests; New hire input and onboarding; Benefits enrollments and administration including TIAA retirement plan support; PTO tracking and balances; Employee relations issues; Employee offboarding; Payroll authorizations and payroll updates, including retro calculations; Managing electronic employee files; Assisting with ADP issues; Reporting; Main point of contact for TLAs; Develop or administer special projects in areas such as pay equity, and employee awards.
  • All other duties as assigned.

Qualifications:

  • Minimum of 8-10 years of experience in the HR field; not-for-profit experience a plus.
  • Experience using HRIS system (Paychex and ADP knowledge a plus).
  • Experience working with senior-level managers and executive staff.
  • Strong background in employee relations.
  • Proficient with Microsoft Office applications.
  • Excellent written and verbal communication skills.
  • A high degree of professionalism and confidentiality is a must.
