CHICAGO, March 27 --- WATER COVERS THE OUTER DRIVE -- A park district truck plows through deep water which covers part of the Outer Drive on Chicago's south side today, after heavy winds caused waves on Lake Michigan (Left) which flooded the area. Traffic had to be diverted around this part of the drive. In background are buildings on the South side. 1948.
