Government Publications, Laws, and Case Reporters
There is no other area of genealogy in which DOING YOUR HOMEWORK is more important than research using government documents, laws, and case reporters. The indexing systems used in these documents are unique and sometimes unusual. Most of the material listed below can be found at the Free Library of Philadelphia Government Publications Department (GPD), the Free Library of Philadelphia Social Science and History Department (SSH), or the Jenkins Law Library (JLL), 841 Chestnut Street, Suite 1220, Philadelphia, PA 19107, (215) 574-7900. Actual court records are NOT within the scope of this research guide; talk to a Federal, State, or Local archivist about them.

The most common uses of government documents, laws, and case reporters
Private Claims, Bills, and Laws. Earlier in U.S. history, it was a common practice for a citizen to ask the legislative branch of government to pass a law or make some other ruling to right a perceived wrong. The interaction usually involved the citizen and their elected representatives, but sometimes an executive or judicial agency became involved. If the citizen's request was favorably considered, a "private law" would be passed or a favorable ruling made. These laws and favorable rulings can be found in published statutes/laws (federal and state), published minutes or journals (county, city, and local), or in agency records (federal, state, and local). If the citizen's request was EITHER favorably considered OR not favorably considered, mention of the debate or consideration of the matter by a legislative body may be found in The U.S. Congressional Serial Set or theCongressional Record and its predecessors (U.S.); the Pennsylvania Archives, PA House Journal, PA Senate Journal, Pennsylvania Legislative Documents, or Pennsylvania Legislative Record/Journal (PA); theMinutes of the Common Council, Journal of Common/Select Council, or Journal of City Council (Philadelphia).
Cases that went before the courts. Important cases were reported in digests, reporters, and encyclopedias. See the case digests, reporters, and encyclopedias listed below. Keep in mind that most cases were NOT reported.
Lists made by governments. e.g., pensioners, land owners, disabled veterans in government homes, educators, persons arrested by police, etc. See the U.S. Congressional Serial Set, the Pennsylvania Archives, and the annual reports of Philadelphia government agencies. These documents are indexed in a variety of ways.

Essential for access to private bills (see the Private Relief and Related Actions Index), to lists completed for special purposes, to annual reports of some governmental agencies and departments, and to annual reports of some non-governmental organizations (see the Subject Index).

Papers of the Continental Congress and Index, Papers of the Continental Congress, 1774-1789 (GPD GS 4.2: C 76/3/v.1-5); Journals of the Continental Congress (GDP LC 4.5:) and Index: Journals of the Continental Congresses, 1774-1789 (GPD LC 4.5:ind). Use these documents for records of the pre-federal government of the United States. The Papers consist of five microfilm publications: M247 (204 rolls), M40 (first 4 rolls), M61 (1 roll), M332 (10 rolls), M866 (1 roll). These microfilm rolls can be ordered from Washington, D.C. by the archivist at the Mid-Atlantic Branch of the National Archives or they can be viewed on microfilm at the David Library of the American Revolution, Washington Crossing, PA, (215) 493-6776. The indexes to the Papers are at GPD. The Journals are on the Internet, and are in GPD with the index.
Letters of Delegates to Congress, 1774-1789, 26 vols. GPD LC 1.34:. Indexed at the end of each volume. This set is also available on the Library of Congress web site athttp://memory.loc.gov/ammem/amlaw/lwdglink.html.
Territorial Papers of the United States, 28 vols. GPD GS 4.13. Much material on early inhabitants of the following territories: NW Territory, SW Territory, Mississippi, Indiana, Orleans (Louisiana), Michigan, Louisiana-Missouri, Illinois, Alabama, Arkansas, Florida, and Wisconsin.

Guide to Genealogical Research in the National Archives. GPD 016.9291 Un3g2. Especially useful for censuses, passenger lists, and military records.
The Archives. SSH 016.973 Sz71a. Lists holdings of the Regional Branches of the National Archives.
ARC, the NARA's Archival Resource Catalog. ARC is the online catalog of NARA's nationwide holdings in the Washington, DC area, Regional Archives and Presidential Libraries. The site also has an ARC Guide for Genealogists and Family Historians.

State Documents (Pennsylvania)
The State Library of Pennsylvania at Harrisburg is the official depository for all printed publications of the Commonwealth of Pennsylvania and has the most comprehensive collection of Pennsylvania titles in existence. The State Library is also the Regional Federal Depository Library and receives a copy of all items sent to Federal Depository Libraries. Federal and state documents are available to Pennsylvania residents via interlibrary loan through local libraries.

Generally, annual reports can be found in two formats: stand-alone volumes issued annually and collective annual reports issued annually in one binding; for example, Annual Messages of the Mayor. Acts and ordinances are historically interesting, but not very useful for surname searching. Journals of proceedings, on the other hand, are useful for surname searching.
