While the Mummers New Year's parades date back to Philadelphia’s earliest days, the official parade began in 1901.  In this 1938 image, a parade float is being used to protest the rising cost of gas.  It is  manned by Mummers, costumed to represent the groups of consumers affected by the price hike.

Notes on the negative's envelope read:  “Jan. 1938, New Years Parade”
