According to the Temple University Digital Collections, the Mastbaum Special was part of a vocational training program:  "Girls in this class learn in a replica of a tea room with blackboard added, the science of preparing food and the art of serving it to satisfied customers. Teachers are used as customers in the laboratory experiment.  Left to right, are James J. Lamond, supervisor of vocational schools; Mary Burns,... a pupil; Marie Gallagher, a clerical assistant of the school; Frank R. Robinson, principal of the Mastbaum School, and Eleanor Cameron,... another member of the hostess class."
