Image taken by Philadelphia Evening Bulletin photographer Charles T. Higgins. Notes on the negative's envelope read:  "Site for the new county prison, Nov. 1931"

According to Temple University Digital Collections, these men are Peter H. Brower and Burton C. Simon, superintendent of prisons and chairman of the Board of Prisons' building committee, respectively.  They are inspecting a prospective site for a new county prison, which would "take the place of Moyamensing Prison, to become a house of detention for untried prisoners." 

The proposed location for this new prison was in northeast Philadelphia, near the intersection of Meeting House & Townsend Roads.  There's no information that the prison was ever built.
