This June 1928 image shows a construction worker, almost entirely submerged in full skin-diving gear, as he works on the early stages of construction for the Tacony-Palmyra Bridge. The undertaking would eventually provide a traffic highway bridge, connecting the Tacony section of Northeast Philadelphia with Palmyra, NJ.  Begun in February 1928 and completed and opened on August 14, 1929, the bridge replaced the ferry service that operated there since 1922.  It was designed by Rudolph Modjeski, who also designed the Benjamin Franklin Bridge.  It was built by the Tacony-Palmyra Bridge Company, but was acquired twenty years later by its present owners, the Burlington County Bridge Commission.
