The Girard Avenue Branch opened on December 16, 1968. Prominent in this 1969 exterior in situ view are the two substantial skylight roofs, over the adults' and children's reading rooms.
The City Council renamed the branch on May 27, 1977, in memory of Ramonita de Rodriguez, a local Puerto Rican educator and community leader.
The branch serves the communities of Olde Kensington, Kensington South, Ludlow, Yorktown, East and West Poplar, Northern Liberties, and Girard/Poplar.
