Notes: Flanders 20, Detroit, Michigan. Most southern states work both county and state convicts in improving their highways. The prisoners have already built hundreds of miles of graded roads through Virginia, the Carolinas and Georgia. The camp in the photograph was passed during the noon hour, by the Flanders "20" Glidden Pathfinder and is on the route of the tour near Valdosta, Ga.
