The Northwest Regional Library opened on July 25, 1978, replacing the former Germantown Branch. It was the third regional library in the Free Library system, providing the region with a larger collection than those of neighborhood branches.

This is a photograph taken, ca. 1976, at the ground-breaking ceremony for the new Northwest Regional Library. Pictured in the center is Philadelphia City Council President Joseph E. Coleman.  In 2002, the library was renamed for Mr. Coleman, a 20-year city councilman and its first African-American president, who worked for the development of this regional library.

The library serves the Northwest Philadelphia communities.
