"To a considerable extent the decline of the eastern railroads was made inevitable by the changes in the composition of the output of the U.S. economy and changes in the geographical pattern of that output.  Since the nineteenth century, our economy has shifted away from the production of goods toward the production of services....  From the point of view of the eastern railroad problem, one of the worst aspects of the inappropriate incentives given to the railroads is the incentive to merger. Mergers in the industry are subject to approval by the Interstate Commerce Commission."
