Although not identified, this is likely at the Tioga Marine Terminal, in the Port of Philadelphia.  In this image, an unidentifed man in a hardhat (labeled "Bernie Gilbert") poses for a photograph at the ship yard.  In the background are a crane, shipping containers, and a general cargo ship.
