"The relatively large margin by which the Italian debt settlement was ratified in the United States senate, despite the opposition of certain Republicans of the following of Senator Borah, gives reason to think that a refunding arrangement for the disposition of the French war debt will follow promptly. Strength is given to the belief becuase many Democratic senators who voted against the Italian settlement did so more in protest at the cavalier treatment heretofore given France than in objection to the terms given Italy; in other words, feeling that a play had been made to Italian voters in this country, they resented the shabby treatment accorded France in comparison, because there is not likewise a large French vote. Nevertheless, the Italian settlement has been ratified."
