Interest in the final session of the American Senate, which has now opened centres round the two principal measures tabled for discussion--the Kellogg Peace Pact and the Naval Bill providing for the construction of fifteen large cruisers. It is an unfortunate coincidence that has brought two such questions together. Comparisons are proverbially odious, and it has not aided the cause of the Kellogg Pact that the Power originally responsible for it should be debating it in the same breath with a Bill greatly increasing its naval armament.
