Shows a man, Frederick Coombs, embracing a statue of William Penn holding the Charter of Pennsylvania. The inscription on the base of the statue reads: "Presented by John Penn A.D. 1804."  Coombs , who is dressed as William Penn, was a photographer and popular scientist.

Halftone reproduction of photograph showing a close-up view of the William Penn statue which sits atop Philadelphia's City Hall. Designed by Alexander Milne Calder, the bronze sculpture is 37 feet high, and weighs 52,400 Ibs.
